2017 Highlights - Tax Credits

2017 saw a number of changes and milestones for several of our tax credits. 

In 2017:

  • The regulatory changes to the Ontario Interactive Digital Media Tax Credit (OIDMTC) announced by the provincial government on April 23, 2015, were passed into law on March 14, 2017.
  • The OMDC implemented a new tax credit administration fee structure for applications received on or after April 1, 2017.
  • A new application deadline for OIDMTC became effective May 15, 2017, requiring companies applying for an OIDMTC for specified and/or non-specified products to submit their application by the day that is 18 months after the end of your company’s taxation year in which the development of the eligible product(s) were completed.
  • The Ontario government confirmed that there are no changes to talk shows. Talk shows remain ineligible for provincial tax credits.
  • The Ontario Ministry of Finance has proposed to make a policy change to the OIDMTC with regards to eligibility of certain embedded websites. This change would be implemented by way of a regulatory amendment effective November 1, 2017.  See below.
  • In October 2017, we issued the 6,000th Ontario Film and Television Tax Credit (OFTTC) Certificate.  This milestone caps a productive year for many of our tax credits.  In 2017, the OMDC also issued the 2,000th Ontario Production Services Tax Credit (OPSTC) Certificate, the 1,500th Ontario Interactive Digital Media Tax Credit (OIDMTC) Certificate and the 1,000th Ontario Computer Animation and Special Effects (OCASE) Tax Credit Certificate. Those OIDMTC and OCASE Certificates relate to approximately 8,270 products and 1,930 productions!

OMDC’s Richard Kearney, IT Support Officer, was the winner of the Applause Award for Service Excellence at a presentation made at the Elgin Wintergarden Theatre in Toronto on November 27th. The Applause Awards recognize contributions and achievements of Ontario Public Servants working for the Ministry of Tourism, Culture and Sports (MTCS) and its agencies.

Announcement regarding regulatory change to the Ontario Interactive Digital Media Tax Credit (OIDMTC)

The Ministry of Finance has announced a proposed regulatory change to the tax credit treatment of embedded film and television websites

OMDC’s administration of the OIDMTC reflects the Ministry of Finance’s general policy interpretation that a website embedded in a third party’s website is not a complete interactive digital media product and is therefore ineligible for the OIDMTC. However, the Ministry of Finance has proposed that websites that:

  • Primarily host content related to a film, television or internet production;
  • Meet the eligibility requirements of section 34 (5) 9ii of the OIDMTC regulations;
  • Have been purchased or licensed by a broadcaster;
  • Are embedded in that broadcaster’s website; and
  • Have not yet received a certificate of eligibility or a letter of ineligibility before November 1, 2017

would be considered eligible for the OIDMTC provided all other eligibility requirements are met

OMDC will be administering the OIDMTC in accordance with the new policy as of November 1, 2017.

Call For Submissions For The Trillium Book Award

  • Submission Deadline: January 29, 2018 for titles published November – December 2017

Submissions for the Trillium Book Award for eligible titles published in 2017 (and 2016 titles for the Trillium Book Award for Poetry in French language only) are now being accepted by the Ontario Media Development Corporation.

As always, applicants can access OAP training videos for assistance using the application portal. The videos can be found on the Online Application Portal Training Videos page of the OMDC website.
